(1) The meeting of the Council shall be held at least once a year on such date, time and place as may be fixed by the Chairman of the Council.
(2) The member-secretary of the council shall consult with the chairman and send a notice including the date, time and place of the meeting of the council and the agenda to be discussed at the meeting at least forty-eight hours before the time of the meeting so that all members receive it. But to call a meeting of the council immediately: If necessary, the chairman of the council can call a meeting of the council seventy-two hours in advance, and if the meeting is called in this way, the member-secretary of the council must send the notice so that all members receive it as soon as possible.
(3) If the majority of the total number of members are present, the quorum for the meeting of the Council shall be considered.
(4) The meeting of the Council shall be presided over by the Chairman of the Council and in the absence of the Chairman by the Vice-Chairman of the Council.
(5) Decisions of the Council shall be by majority vote and in case of equality of votes the Chairman shall have the casting vote.
(6) In the meeting of the council, an official, a representative of a related agency or association or an environmental expert can be invited as needed.
(7) The decision of the council shall be verified by the member-secretary of the council.
(8) Other procedures related to the meeting of the Council shall be as determined by the Council itself.
